• 802.10 802.11 <br /> designated or maintained by the Police Department or otherwise maintained by <br /> this City under the circumstances hereinafter enumerated: <br /> Subd. 1. Obstruction of Traffic: When any vehicle is left unattended upon any <br /> bridge, viaduct or causeway or in any tube, tunnel or underpass where <br /> such vehicle constitutes an obstruction to traffic. <br /> Subd. 2. Disabled Car: When a vehicle upon a highway is so disabled as to <br /> constitute an obstruction to traffic and the person in charge of the vehicle <br /> is, by reason of physical injury, incapacitated to such an extent as to be <br /> unable to provide for its custody or removal. <br /> Subd. 3. Unattended, Illegally Parked Vehicles: When any vehicle is left <br /> unattended upon a street and is so parked illegally as to constitute a <br /> hazard or obstruction to the normal movement of traffic or snow plowing. <br /> Subd. 4. Violation of Provisions: When any vehicle is parked upon a public <br /> street in violation of the provisions of this Chapter. (1988 Code §81.02) <br /> 802.11: VIOLATION OF PROVISIONS: <br /> • Subd. 1. Evidence: The operation or use of a motor vehicle in violation of this <br /> Chapter shall be prima facie evidence that said motor vehicle was, at the <br /> time of such violation, controlled, operated and used by the owner <br /> thereof. (1988 Code §81.01) <br /> Subd. 2. Misdemeanor: Any person who shall do or commit any act that is <br /> forbidden by the provisions of this Chapter shall be guilty of a <br /> misdemeanor.
