RECREATION PROGRAMMING AS A CRIME <br /> PREVENTION STRATEGY <br /> Ramsey County has seen the demands on the criminal justice system <br /> increase dramatically in recent years. Of particular concern is <br /> the overcrowding that is taking place in our adult and juvenile <br /> detention centers. To address the immediate issue of <br /> overcrowding and to look at long-term alternatives, the Ramsey <br /> county Board of Commissioners established an ad hoc committee to <br /> discuss current needs and alternatives to incarceration. <br /> The committee consists of staff, community representatives and <br /> other interested parties having diverse backgrounds in the <br /> criminal justice system and crime prevention. One of the <br /> committee members, Dr. Ellen Dickson, is an assistant professor <br /> at Hamline University. She encouraged committee members to <br /> submit proposals for graduate student' s literature research on <br /> public issues. <br /> A team of seven graduate students from the Hamline Master' s of <br /> Public Administration Program enthusiastically took on the <br /> project during the summer session of 1995. The students included <br /> the following: <br /> • Pierrick Ardouin <br /> Nohn Kidau <br /> Laurie Mezera-Kerr <br /> Keith Niemi <br /> Anna Petefish <br /> Patricia Peterson <br /> Robert Rys <br /> Their finding were presented to the Ramsey County Ad Hoc <br /> Alternatives to Incarceration/Major Capital Projects Committee on <br /> September 18 , 1995 . The following is an executive summary. <br /> Please take the time to read through the summary. It is fairly <br /> short and easy reading. It does touch upon recreation needs for <br /> youth at risk and those that are disadvantaged - including <br /> economic hardships. <br /> • <br />
