These initiatives are not mutually exclusive and include: <br /> • Incrementally increasing available recreational opportunities in Ramsey <br /> County. <br /> • Surveying target populations to determine programming preferences. <br /> • Developing an administrative structure that involves youth in <br /> programming decisions in metropolitan parks and recreation <br /> • departments. <br /> • Defining and evaluating existing programs to determine their <br /> effectiveness; then, replicating the most successful programs at a variety <br /> of sites. <br /> • Developing a comprehensive plan for recreational programming that <br /> acknowledges the developmental, social, and education needs of <br /> Ramsey County's preadolescent and adolescent population. <br /> • Developing collaborative initiatives with other organizations serving this <br /> population. Metropolitan parks and recreation programs could be the <br /> lead agencies coordinating a variety of programs. <br /> • <br />
