A. The visions will be revised based on the input we receive and then committees will be
formed to develop action plans to implement them. This is what we're calling Phase 2
and it should begin in late Summer.
O. Has this been done before?
A. Not to our knowledge. Of course a lot of organizations, cities and businesses do
strategic planning. But, it is most often done with small planning groups that get
input from larger stakeholder groups, but pretty much write and work on the plan by
themselves. Then, the plan is often turned over to experts or staff to implement.
We're doing three things very differently. One, our planning group was over 450
people - not just a small group. Second, the visions are being sent to as many people as
possible to keep getting input and keep the discussion going. And third, the
implementation is every one's job - not just the experts. Committees have citizens,
private business, and government all working together to figure out how we'll all work
together to accomplish our goals.
Q. Is anyone excluded from commenting on the visions?
A. Absolutely not! One of the key values in the strategic planning process is to reduce the
"we/they" relationship between people and their government. We think all citizens
need to be more involved in the future of their communities. So, even if you are a
government employee or work for someone who has government contracts, you are •
still a citizen and your opinion is as important as anyone else's. At the same time, you
don't need to have a college degree or work for government to be an expert on the kind
of community we need. You know best what is important to you and your family and
what kind of place Ramsey County should be for all of the people who work and live
here. We'd like anyone 14 or older to have the chance to comment - regardless of their
life situation, income, education, or anything else. In fact, the more people involved
and the more ideas we get, the more likely we'll be able to reach an agreement that
everyone can support.
O. What if I only work here but live in another County?
A. Anyone who either works or lives in Ramsey County is welcome to participate.
O. What if I'm interested in reviewing visions other than the ones I got in the mail?
A. We welcome your comments on any vision that interests you. Just fill out the
enclosed post card and send it in. The additional vision surveys will be sent to you.
Q. How can I join the Strategic Planning Process for Phase 2?
A. Just check the box on the enclosed post card and return it to us. You will be notified
when Phase 2 begins.
•
Developed by Ramsey County Manager's Office- Policy Analysis Unit
Barbara E. Raye, Director
March 1995
