• MEMO TO: PARKS AND RECREATION COMMISSIONERS <br /> FROM: MARY SAARION, DIRECTOR <br /> PARKS, RECREATION & FORESTRY <br /> DATE: JANUARY 17 , 1996 <br /> RE: ICE ARENA COOPERATIVE INFORMATION <br /> Enclosed is information that the City has received regarding a <br /> cooperative venture with the MN Amateur Sports Commission in the <br /> facilitation of a four ice arena complex located in Blaine, <br /> minutes from Mounds View. The program has been presented to me <br /> and other Parks and Recreation Directors of the surrounding <br /> communities. The program looks very attractive and beneficial <br /> for our residents and students. Our city is not asked for <br /> monetary contribution. The two hockey associations of the School <br /> District (MV and Irondale Hockey Associations) have indicated <br /> their willingness to bond for the monetary contribution. The <br /> cities must however sign for the bonds that the hockey <br /> associations will buy. In addition, the cities are responsible <br /> for the facilitation of the "off" hours of ice time, which is in <br /> high demand for programs such as indoor soccer, basketball , <br /> hockey camps, figure skating schools, shows, rollerblade <br /> • skating/hockey, speed skating, etc. The information that has <br /> been prepared by MN staff is very impressive and predicts that <br /> the facility will be in high demand. <br /> The Irondale and Mounds View Hockey Associations have indicated <br /> their willingness to pay the $500, 000 contribution for <br /> partnership of one arena. The two associations have already <br /> contributed $5 , 000 each for the state to pursue this project. <br /> For this reason, the City is not being asked for money, but <br /> rather as a governmental unit that will sign for the bonds. The <br /> MASC offers marketing and staffing of the facilities. The four <br /> cities, MV, NB, AH, and SV really are responsible for expanding <br /> arena use to other interests including figure skaters, open <br /> skating for the public, long blade skating, etc. <br /> So, please attempt to digest the information. I will try to <br /> answer any questions that you may have. I am learning the ins <br /> and outs of the proposal as well . However, I have the benefit of <br /> sitting through two presentations. The City Councils of the four <br /> School District cities including NB, MV, AH and SV will be <br /> meeting shortly to hear the presentation. The time line for <br /> "buying" into the partnership is the end of March. <br /> • <br />
