All applications will be initially reviewed by the Parks and <br /> Recreation Commission who inturn will forward their final re- <br /> commendation to the City Council for final and formal ap- <br /> proval . <br /> p <br /> proval . <br /> 4 . All proposed neighborhood park improvement projects must com- <br /> ply with the City' s parks and open space plan as adopted by <br /> the Parks and Recreation Commission and City Council . <br /> 5. No neighborhood park planning funds may be used for funding <br /> labor or staffing positions, such as a building supervisor, <br /> or activity coordinator; as all funds must be used for capi- <br /> tal expenditures of a permanent nature . <br /> 6 . Promotion of the neighborhood park planning and development <br /> fund will be through the City Newsletter and all other media <br /> means available to the City staff and the Parks and Recrea- <br /> tion Commission . <br /> 7 . It is the goal of the park planning and development fund to <br /> become self-sustaining , with all future projects to be funded <br /> from interest derived from the principal . The initial goal <br /> for the park planning and development fund has been set a <br /> $50 , 000 . <br /> • 8 . An annual audit will be provided to the Parks and Recreation <br /> Commission in January of each year by staff . <br />
