MEMO TO: Mounds View Parks and Recreation Commission <br /> FROM: Staff <br /> 1111 DATE: October 25, 1983 <br /> RE: Preliminary guidelines for the establishment of a <br /> Park Planning Fund <br /> The following policies are preliminary in nature and issues that <br /> staff has attempted to pull together from the general discussion <br /> held by the Park Commission at their regularly scheduled <br /> September 22, 1983 meeting . <br /> P1 RPOSE <br /> The purpose of the Park Development and Planning Fund is to <br /> encourage , promote and assist local residents, neighborhood <br /> organizations and civic groups in the establishment and <br /> development of local park projects from both a financial and <br /> labor perspective ,. <br /> OBJECTIVES <br /> 1 . One of the objectives in the establishment of the Park <br /> Development Fund is to create other neighborhood park <br /> planning councils similar to that of the Groveland Park <br /> Foundation . <br /> • 2. That "seed money" will he set aside to encourage other <br /> neighborhood park planning councils to be established which <br /> should not exceed 10% of the total fund account at any one <br /> time . <br /> 3 . Both short and long term projects will be considered by the <br /> Park Commission with the priority to be for short and medium <br /> range projects. Furthermore ; no more than 25% of the total <br /> fund balance will be allocated to long range park projects . It <br /> should be further noted that long range park projects are <br /> those projects that exceed $5 , 000 in expenditures including <br /> both labor and materials. <br /> GUIDELINES <br /> 1 . The grant monies will be reviewed on an individual project <br /> basis and applications can be submitted to the Parks and <br /> Recreation Commission through City staff throughout the year <br /> and will be reviewed at the following regularly scheduled <br /> Parks and Recreation Commission meeting. <br /> 2 . The Park Planning Fund has been established with the <br /> understanding that it will service all neighborhood parks <br /> within the system excluding Silver View Community Park and <br /> the two school locations; Edgewood and Pinewood Elementary <br /> • School . <br /> 3 . All applications must be submitted on the approved project <br /> application form whicn will then be reviewed by the Park <br /> Commission and in turn forwarded to the City Council for <br /> final and formal approval . <br />
