MEMO TO: Mounds View Parks and Recreation Commission <br /> • FROM: Staff <br /> DATE: October 25 , 1983 <br /> RE: "Adopt a Park" Program <br /> Attached is some information from the City of Lakeville regarding <br /> their "Adopt a Park" program that they have established for the <br /> maintenance of small neighborhood parks. I have forwarded copies <br /> of the enclosed information to City Attorney Meyers to get his <br /> legal position on this program and he has indicated that the City <br /> would have to require the following items before we could expand <br /> into an "Adopt a Park" program: <br /> 1 . Establish a cost value on a per hour basis that the inkind or <br /> labor would be worth to the City given the existing fair <br /> market value . <br /> 2. Purchase workmen ' s compensation insurance for each of the <br /> employees working for the City. <br /> 3. Insure that the individuals employed would be covered through <br /> the City' s liability insurance . <br /> Staff would like to have some direction from the Park Commission <br /> • as to whether or not they deem this is a program worthy of <br /> exploring from the standpoint of providing some type of tax <br /> incentive for volunteer labor . Attorney Meyers further indicated <br /> that should the City get into this type of program, there still <br /> would be not guarantee from the City' s perspective that this item <br /> would be a legal deduction from your state or federal income tax. <br /> Potential usages from this area would be winter rink flooding , <br /> summer maintenance of small park areas such as Random Park , <br /> Oakwood Park and possibly section of Greenfield Park. <br /> At this time , staff is looking for preliminary direction and <br /> should the Park Commission decide to pursue this type of program <br /> at greater length, we would do a greater , indepth report to bring <br /> back to the Park Commission for further study. <br /> Should you have any questions , feel free to contact staff <br /> directly at ext. #41 . <br /> BKA/sll <br /> Attachment <br /> • <br />
