-2- <br /> N <br /> ESTABLISHMENT Staff reviewed a memo which outlined nine potential <br /> OF GUIDELINES questions or concerns that could be considered by <br /> R NEIGHBORHOOD the Commissioners in the establishment of the park <br /> 4110;OA <br /> RK PLANNING planning fund.Staff further indicated that an <br /> FUND initial $2 , 000 seed grant fund had been received <br /> from Honeywell to help inaugurate the establishment <br /> of a neighborhood park planning fund . In addition , <br /> staff indicated that other industries and agencies <br /> would be contacted and pursued to expand industrial <br /> and commercial involvement in the establishment and <br /> development of our local park system. <br /> The Park Commission responded to the nine initial <br /> questions and began establishing a preliminary phi- <br /> losophy for the distribution and dissemination of <br /> park planning monies. The general concensus of the <br /> Park Commission was to use the fund as a partial <br /> funding source for local neighborhood park <br /> development; to encourage involvement of both <br /> monetary and inkind services at the local <br /> neighborhood or grass root level . To that end , the <br /> Park Commission indicated that priorities should be <br /> established on both a short and long range basis <br /> with applications being accepted at anytime <br /> throughout the year . It was further stated that <br /> all projects would need to comply with the City <br /> master parks and open space plan with <br /> recommendations being formally approved by the City <br /> 1111 Council based on recommendations from the Park and <br /> Recreation Commission . <br /> Following a lengthy discussion , staff indicated <br /> that some type of preliminary park planning fund <br /> guidelines would be established by staff and <br /> presented for the Park Commission ' s review at the <br /> October meeting. <br /> RECOGNITION Staff indicated that Playground , Inc . had dissolved <br /> PLAQUE FOR and that Lakeside Park had been formally turned <br /> LAKESIDE PARK over to the Cities of Spring Lake Park and Mounds <br /> COMMISSION View for the development of a community park. As <br /> part of this dissolving of Playground , Inc . , it was <br /> indicated by Councilmember Doty that some type of <br /> plaque commemorating the founders of the park be <br /> established at Lakeside Park . Staff reviewed a <br /> number of possibilities ranging from a brass plaque <br /> to the creation of a kiosk bench structure . A <br /> motion was made by Commissioner Silvis, seconded by <br /> Commissioner Burmeister to have staff pursue the <br /> cost and design of a kiosk commemoration bench area <br /> for Playground , Inc . Motion passed unanimously, 6 <br /> ayes , 0 nayes . <br /> 4110 <br />
