MEMO TO: Mounds View Parks & Recreation Commission <br /> FROM: Staff <br /> • DATE: October 25 , 1983 <br /> RE: Leaf Composting Update <br /> The City' s leaf composting program got off to a positive start on <br /> Saturday , October 22 with approximately 40 people participating <br /> over the weekend in the composting program. The City Council <br /> recently approved the installation of a fence to enclose the area <br /> at Ardan Park which has been installed and it appears to be <br /> working quite successfully. Mr. Odas Newton , a retired Mounds <br /> View resident , who has been hired to oversee the program on an <br /> hourly basis , has an extensive background in horticulture and a <br /> college degree in forestry. Judging from Odas' initial comments <br /> and my personal observations , the residents appear to be <br /> extremely pleased with the City-wide composting program. The <br /> only major problem that has developed to date is attempting to <br /> educate people as to the location of Ardan Park which may take a <br /> season ' s knowledge of flyers and mediaakick presentations before Ardan <br /> Park <br /> Asayou are aware , we are planning off for the leaf <br /> composting program on Saturday , October 29 commencing at 2: 30 <br /> p.m. The program will be very brief in nature and will consist <br /> of brief presentations by Ramsey County Board Commission member <br /> Bob Orth and a City Council representative . In addition , staff <br /> • has secured a number of raffle prizes that will be distributed <br /> along with free apples and orange drink for all . Staff would <br /> strongly encourage the involvement of the Park Commission in this <br /> activity through the distribution of orange helium balloons and <br /> other information that will be available on Saturday. <br /> Staff would like to once again encourage some type of discussion <br /> on expanding the leaf composting program at Ardan Park to involve <br /> recycling such as glass, newspapers and aluminum. I feel that <br /> with the enclosed fenced in area, there is no reason why we <br /> couldn ' t offer recycling drop off at the same time people are <br /> disposing of their leaves. <br /> Should you have any questions regarding the leaf composting <br /> program or the enclosed flyer , feel free to contact staff <br /> directly at ext. #41 . <br /> BKA/sll <br /> 4111 <br />
