MEMO TO: Moun• - _ Parks and Recreation Commission <br /> • <br /> FROM: ' ta � _" <br /> DATE S • t- . �er 21 , 1983 <br /> RE: Guidelines for the establishment of the park planning <br /> fund. <br /> Staff met with Mr . John Pekel from Honeywell on Wednesday, September <br /> 21 regarding Honeywell ' s involvement in establishing• a neighborhood <br /> park planning fund . Mr& wkel indicated that Honeywell was willing <br /> to pledge an initial $469. to the program with additional monies <br /> coming in the future pending the success of the program. In <br /> addition , the City Council has established the park planning fund as <br /> a third priority and I think staff feels that the time has come to <br /> begin establishing guidelines for the uses of such a fund. <br /> The following items should provide initial outlines to items that <br /> might be included for consideration: <br /> 1 . The amount of monies allocated per grant, per park. / / <br /> 2 . Should some money be set aside as "seed money" for establishing <br /> other park planning councils similar to the Groveland Park y <br /> Foundation . <br /> • 3 . Should there be a list of park priority projects or fundable <br /> projects that would be funded from the fund. i►'.E3 <br /> 4 . What would the match be from the City in relation to local <br /> neighborhood monies. <br /> 5 . Would inkind services or labor be eligible for matching funds. /007) <br /> 6 . Should the money be distributed on a first come , first serve 4/0i7"..$ <br /> basis or some established for long range goals as well as short <br /> range goals. <br /> 7 . Do all projects need to comply with the City master parks and Of <br /> open 'space plan as approved by the Park Commission . <br /> 8 . Should there be an application process with individual projects <br /> reviewed by the Park Commission on a one time basis or would <br /> applications be accepted at any time throughout the year . Would the City Council have the final jurisdiction or <br /> authorization for funding projects or would staff and the Park <br /> Commission be involved at that level . <br /> These are just some of the questions that staff envisions and there <br /> might be a myriad of other issues that the Commissioners may have but <br /> some type of guidelines should be initiated so that we will be ready <br /> 4111 to distribute monies for 1984 . <br /> BKA/sll <br />
