Park and Recreation Commission Minutes <br /> September 1 , 1983 <br /> • Page three <br /> 983-84 BUDGET Staff briefly outlined the capital improvement <br /> PDATE projects as it was already discussed under <br /> 410 <br /> Councilmember Doty' s report stating that there <br /> were four projects that had received rankings in <br /> the top ten by the Mounds View City Council . In <br /> addition, staff had included budget print outs <br /> for the first eight months of the year and <br /> responded to any questions or concerns that the <br /> Park Commission had regarding current budget <br /> expenditures or projected deficits. <br /> LEAF COMPOSTING Staff updated the Park Commission on the Leaf <br /> Composting Program outlining the new site change <br /> to be located at Ardan Park rather than Mounds <br /> View City Hall. In addition, staff discussed <br /> the issue of local rubbish haulers becoming <br /> involved in the leaf composting program and felt <br /> that at this time we should run a high quality <br /> program and get into larger quantities of leaves <br /> in the future. The Park Commission reviewed the <br /> leaf composting program and requested that the <br /> individuals in charge of the Ramsey County Leaf <br /> Composting Program attend the September Park <br /> Commission meeting to futher update the <br /> Commission. Commissioner Wermager asked staff <br /> what had happened with the park dedication plans <br /> for Silver View Park at this time and staff <br /> indicated that the project had fallen by the <br /> wayside when the Festival in the Park parade was <br /> not able to utilize the Silver View Park <br /> facilities. Staff stated that there was going <br /> to be a grand opening of the leaf composting <br /> program on Saturday, October 29 at which time <br /> the two programs could possibly be tied <br /> together. Commissioners Bowman and Wermager <br /> volunteered to work with staff in the <br /> development of a ribbon cutting ceremony for <br /> Silver View Park on October 29 in conjunction <br /> with the leaf composting program. <br /> NEIGHBORHOOD PARK Staff forwarded copies of the Groveland Park <br /> PLANNING COUNCILS Newsletter and gave a brief update as to how the <br /> UPDATE Groveland Park Foundation had been progressing <br /> in the past month. The major highlight for the <br /> Groveland Park Foundation had been the <br /> construction of five new benches and planting <br /> areas as well as the annual neighborhood picnic <br /> on Saturday, September 10. In addition , staff <br /> updated the meeting that had been conducted with <br /> the Ardan Park area and stated that we were <br /> attempting to develop some type of project with <br /> • the Ardan Park residents also. <br />
