• MEMO TO: Mounds View Parks and Recreation Commission <br /> FROM: Staff <br /> DATE: August 30 , 1983 <br /> RE: Leaf Composting Program <br /> As per the Parks and Recreation Commission direction, staff <br /> has been actively pursuing the development of the leaf <br /> composting program for the City of Mounds View. We have been <br /> in close contact with Brian Golob and Zak Hansen from the <br /> Ramsey County Public Health Department for the past two <br /> months . We basically have finalized the program from our <br /> perspective and are currently in the process of promoting <br /> and advertising the program. The major change in the pro- <br /> gram from our last discussion has been the site location <br /> issue . Staff is very much aware that the Park Commission <br /> had prioritized a number of sites for the leaf composting <br /> program with the Moga site and state Highway Department site <br /> c the top two priorities . Unfortunately , neither of those <br /> sites were able to be secured as we could not get permission <br /> from the respective agencies who own the property . <br /> Staff then proposed that we relocate the leaf composting <br /> • program to the west site of the water reservoir next to the <br /> city garages . This site location received a number of <br /> criticisms and concerns from city employees and consequently <br /> the Ardan Park site which was the alternate site selected <br /> by staff and Ramsey County Public Health Department as our <br /> final location. As can be noted in the attached promotion <br /> and publicity literature , we will be commending the leaf <br /> composting program on Saturday , October 22 and running for <br /> approximately 5 weeks through November 13 . The hours that <br /> the site will be open are Saturday, 10 : 00 a.m. - 4 : 30 p .m. , <br /> Sunday, 12 : 00 - 4 : 30 p .m. and Wednesday, 2 :00 - 4 : 30 p .m. <br /> We are looking forward to this program and feel that it will <br /> be a real asset to the residents within our community . <br /> As a follow-up with that particular program, we have been <br /> meeting with the local rubbish haulers to see if there is <br /> some possible tie-in with leaf pick-up and their existing <br /> rubbish hauling routes . The rubbish haulers are extremely <br /> supportive of the leaf composting program but felt that we <br /> should take it relatively slow in year one to make sure that <br /> the program is organized and properly established before <br /> expanding to include direct leaf pick-up at residential <br /> homes . It has come to our attention that the Metropolitan Solid <br /> Waste Commission has directed the rubbish haulers to reduce their <br /> drop load at local landfills by 15% by 1985 . They currently feel <br /> • that in Mounds View, our leaf pick-up is averaging approximately <br /> 25% of their loads on an annual basis . So they have become <br /> extremely cognizant of the need for leaf composting and the haulers <br /> are more than willing to work with us on some type of a fee or <br /> possibly free basis to pick 'Jr) leaves directly from residential <br /> home site . <br />
