MEMO TO: Mounds View Parks and Recreation Commissioners <br /> FROM: Staff <br /> DATE : May 25 , 1983 <br /> SUBJECT : WEEKEND TOURNAMENT POLICY CHANGE <br /> As you are aware, the City rented the four fields at City Hall <br /> and Silver View Park to a local team for a 20 team softball <br /> tournament on May 21st and 22nd. Although the tournament went <br /> relatively well , there were three issues that did arise; the <br /> first being a conflict with a picnic permit, the second being <br /> a team parked on the soccer field at Silver View, and the last <br /> being consumption of keg beer. <br /> Staff was able to resolve two of the three issues, but the <br /> illegal parking did continue. As staff will not always be <br /> available to oversee the weekend tournaments , we would like to <br /> recommend that our current policy be modified to require that <br /> a paid staff representative be in attendance for all weekend <br /> tournaments, with the actual costs to be borne by the tournament <br /> sponsor. <br /> 1110 In addition to supervising and/or "policing" the grounds, staff <br /> would be responsible for lining and dragging fields , setting <br /> bases, and general enforcement of park rules. This will <br /> approximately double the costs of weekend tournaments from <br /> an average of $125 . 00 to $175. 00 to $300. 00. <br /> Staff recognizes that this may discourage the possible field <br /> rental application, but feel that the need for stricter super- <br /> vision is imperative. <br /> Staff will be available for any further input on this issue on <br /> Thursday. <br /> pf <br /> • <br />
