T <br /> Y MINUTES OF THE PROCEEDINGS OF THE <br /> PARKS AND RECREATION COMMISSION • <br /> CITY OF MOUNDS VIEW <br /> COUNTY OF RAMSEY <br /> STATE OF MINNESOTA <br /> April 28 , 1983 <br /> Mounds View City Hall <br /> Council Chambers <br /> 6 :30 p.m. <br /> CALL TO ORDER The meeting was called to order by Chairperson <br /> Wayne Burmeister at 6 :43 p.m. <br /> ROLL CALL Commissioners present: Commissioners <br /> Wermager, Silvis, Weflen, Bowman, Long, <br /> Letendre, and Chairperson Burmeister <br /> Councilmembers present : Councilmember Doty <br /> was not able to attend the meeting due to <br /> a family vacation. <br /> Visitors present: Gary Quick representing <br /> Groveland Park Association <br /> Staff present: Director Anderson <br /> CHAIRMAN' S REPORT Chairperson Burmeister indicated that mini <br /> bikes had become a problem at Silver View Park <br /> as they were using the berm and hill areas <br /> for a Motor Cross track. Staff indicated <br /> that they were aware of the problem and that <br /> the police had recently arrested one individual <br /> which, hopefully, will curb the problem in the <br /> future. Commissioner Long questioned what the <br /> existing park hours were for Silver View Park. <br /> Staff indicated that Chapter 52 of the City Code <br /> prohibited anyone from being in the local park <br /> areas between the hours of 11 : 00 p.m. and <br /> 6 : 00 a.m. <br /> COUNCILMEMBERS No report. <br /> REPORT <br /> REVIEW STAFF MEMO Staff reviewed the report which outlined <br /> ON POSSIBLE PLAY- possible playground development using community <br /> GROUND CONSTRUCTION and local neighborhood involvement in the <br /> AT LAMBERT & RANDOM construction phase. Staff outlined the develop- <br /> PARKS ment plans which were submitted by Paul Hogan <br /> and reviewed the estimated cost, manhours, and <br /> equipment needed in the construction phase. <br /> Following a great deal of discussion, the Park <br />
