Reports developed recently predict that <br /> landfill capacity available to Ramsey County will be filled by 1986 . <br /> During 1982, the County developed a plan to reduce our reliance on <br /> landfilling. One element of the plan discusses yard waste management <br /> 1110 (composting leaves) . The plan calls for the development of a network <br /> of sites throughout the County. During 1982, a site in New Brighton <br /> and a site in White Bear Lake were developed. This year we want to <br /> continue our past programs and develop three new sites in the northern <br /> suburbs . <br /> We would like you to strongly consider working with another <br /> municipality on this leaf composting program. From our perspective <br /> it would be less costly and more efficient for us to manage one large <br /> site serving at least two municipalities . It is our plan that five to <br /> six strategically placed composting sites can serve all fifteen suburban <br /> municipalities in Ramsey County. <br /> Enclosed for your review is a copy of our Leaf Composting <br /> Implementation Plan. The Ramsey County Solid Waste Advisory Council <br /> has approved this plan. The County Board will be considering the plan <br /> at their April 18, 1983 meeting. Pages 4 , 5, 6 & 8 discuss the suburban <br /> leaf composting program. Pages 13 and 14 are staff's tasks and a time- <br /> table which is associated with the plan. <br /> The plan calls for Ramsey County to install a gate to control illegal <br /> access . We will also install a sign at the site. The County will <br /> provide you with money to hire an individual in the fall to monitor the <br /> site when it is open. We will assist you in developing a flyer for <br /> publicity and will fund printing costs for a flyer up to $250.00. The <br /> County will incur all costs associated with constructing, watering, <br /> Sandperiodically turning the leaf windrow. County staff will also <br /> be available to assist Moundsviewin this leaf composting program. <br /> 0430-'0 <br />
