MEMO TO: Mounds View Parks and Recreation Commission <br /> • FROM: Staff <br /> DATE: January 25, 1983 <br /> RE: Policy for use of outside programs <br /> Staff prepared a memo on the development of a policy for outside <br /> firms providing recreational services to the City of Mounds View <br /> on September 22, 1982 which outlined ten specific issues or policies <br /> that should be followed when contracting with outside agencies . <br /> At the September Park Commission meeting , the Park and Recreation <br /> Commission directed staff to review these issues in more depth <br /> with our local contracting agencies to determine their reaction <br /> to the policies . Since that time, staff has talked to each of <br /> our related firms and have found that the policies as initially <br /> prescribed by staff were extremely stringent and they felt that <br /> the policies should be somewhat loosened up. <br /> After reviewing the issue, staff would concur with their position <br /> and would recommend that the following policies would be established <br /> for hiring of outside firms : <br /> 1 . No firm would be allowed to sell any related items without <br /> prior permission of the Parks , Recreation and Forestry <br /> 410 Department. <br /> 2 . Our department would set the class minimums and maximums of <br /> participants allowed to register for the programs . <br /> 3 . All registrations would go through our office rather than through <br /> the contracting agency . <br /> 4 . All firms would be interviewed first by our department to insure <br /> that our high quality standards for instructors was maintained; <br /> but the actual hiring of instructors would be the responsibility <br /> of the contracting agency. <br /> 5 . We would establish a minimum mark up from the program costs <br /> that were forwarded to us of 20% per program which would be <br /> allocated back to the Recreation Activity Fund and labeled <br /> as administrative costs . <br /> The major items that staff agreed to withdraw for contracting of <br /> outside agencies were the issues of insurance, hourly pay rate, <br /> requirement of wearing Mounds View shirts and submittal of time <br /> sheets for all outside instructors . <br /> Should you have any questions regarding staff ' s proposed guidelines <br /> for outside agencies , feel free to contact our department directly <br /> 4111 <br /> aL 784-3055, extension #41 . <br /> BKA/sll <br />
