<br />TEMPORARY SIGN. Any sign displaying a message erected or maintained for a limited period of time and not of a
<br />permanent nature and that is not permanently affixed to the land or to a structure. The signs shall include banners, inflatable
<br />signs or devices, sandwich boards, portable changeable copy signs or any other device intended to attract attention.
<br />TRANSIT ENCLOSURE SIGN. Commercial advertising located within a transit enclosure or shelter. The signage shall not
<br />include route schedules, service announcements or other similar notices.
<br />WALL SIGN. A sign attached to or erected against the exterior wall of a building or structure with the exposed face of the
<br />sign in a plane approximately parallel to the face of the wall, not to project more than 12 inches from the surface to which it
<br />is attached.
<br />WINDOW SIGN. A sign affixed to the interior or exterior of a window or inside the building within three feet of the window
<br />with its message intended to be visible to and readable by the public from the outside of the building.

<br />§ 161.007 ABROGATION AND GREATER RESTRICTIONS.
<br />Where the conditions imposed by any provisions of this chapter are either more or less than comparable conditions
<br />imposed by any other code, rule or regulation of the city, the code, rule or regulation which imposes the more restrictive
<br />condition, standard or requirement shall prevail.

<br />§ 161.008 SIGN VARIANCES.
<br />(A) A variance to the provisions of this chapter may be considered by the Board of Adjustment and Appeals to provide
<br />relief to the landowner in those cases where the chapter imposes practical difficulties to the property owner. Applications
<br />shall be submitted and reviewed in the same manner as indicated in §§ 160.450 through 160.452, 160.465 through 160.470
<br />and 160.485 through 160.487 of this chapter.
<br />(B) All requests shall be made in writing on the form provided by the city and the request shall include the fee specified in
<br />the city's fee charges. All information required when applying for a sign permit, as outlined in § 161.020 of this chapter, shall
<br />be required before the request for a variance is considered.

<br />PERMIT AND LICENSE REQUIREMENTS
<br />§ 161.020 PERMITS REQUIRED; EXCEPTIONS.
<br />(A) Permit required. It is unlawful to install, construct, erect, alter, revise, reconstruct or relocate any outdoor sign or
<br />structure, as defined in § 161.006 of this chapter, in the city without first obtaining a permit therefor as required by this
<br />chapter, except as provided in division (B) below.
<br />(B) Exceptions. Permits need not be obtained for any sign less than or equal to eight square feet in area (excluding
<br />temporary signs), or for the specific signs addressed below; provided, all other requirements of this chapter are satisfied:
<br />(1) A sign pertaining only to the sale, rental or lease of the premises upon which displayed;
<br />(2) A sign on residential property stating only the name or identity of the occupant;
<br />(3) Construction sign or sign belonging to a contractor performing work upon a property. The sign shall be removed
<br />immediately upon completion of the work;
<br />(4) Home occupation signs and incidental residential signs;
<br />(5) National, state, regional, local, institutional or cultural flags;
<br />(6) Advertising on a transit bench or within a transit shelter or enclosure;
<br />(7) Official notices authorized by a court, public body or public safety official;
<br />(8) Government signs. All governmental signs, including, but not limited to, traffic -control and other regulatory purpose
<br />signs, street signs, identification signs, informational signs, danger signs and signs for official city events;
<br />(9) Flag or pennant stringers;
<br />(10) Sandwich boards not exceeding eight square feet and ground signs not exceeding four square feet that are located
<br />within 15 feet of business advertised on sign; and
<br />(11) Non-commercial sign. For all types of property, the city allows one sign that expresses an opinion or a viewpoint of
<br />a non-commercial nature. The non-commercial sign shall not be illuminated or exceed nine square feet. For multiple unit
