MOU--N-DitSVVf-EW- <br />of Mounds View Staff R <br />Item No: 04 <br />Meeting Date: April 3, 2023 <br />Type of Business: Work Session <br />City Administrator Review: <br />To: Honorable Mayor and City Council <br />From: Jon Sevald, Community Development Director <br />Item Title/Subject: Critical Corridors Grant <br />Introduction: <br />The Ramsey County HRA is administering a Critical Corridors grant program for suburbs. The <br />program has $100,000 available, and may award grants up to $50,000 for eligible projects. <br />Applications are due Tuesday, April 411. Awards will be announced in May. Projects must be <br />completed by July 1, 2024. If the City Council provides consensus, Staff will submit two <br />applications: <br />1. $21,900 Update of A Design Theme for Highway 10 (1998). <br />2. $50,000 Building facade improvements to Filipino Village, and Kusina, 2408 Co Rd I. <br />Discussion: <br />A Design Theme for Highway 10 was completed in 1998, and established a "woods & wetlands" <br />theme focused on five major intersections, and several minor intersections off of the corridor. <br />Since that time, the City has made improvements, but not to the extent identified in the 1998 <br />plan. If the grant is awarded, the City will contract with HKGI (landscape architects and <br />planners) to update the plan, including construction cost estimates for which the City can budget <br />to implement. <br />Filipino Village, and Kusina are located at the SE corner of Co Rd I and Edgewood Drive. This <br />building is 50-years old, and in need of major repairs. The two businesses have created a <br />cultural synergy that is what was intended in the City's Strategic Plan. If the grant is awarded, <br />the City will reimburse the business owners' replacement of doors, windows, paint, and <br />signage/overhang. <br />
