Consistency and coherency... <br />Development along the Highway 10 corridor will <br />always be somewhat varied. Mounds View's <br />design theme needs to be strong enough to yield <br />consistency along its length and build coherency <br />to the patterns set upon the land. <br />A harrier or a "seam"... <br />Highway 10 presents an obstacle to uniting <br />Mounds View and might even be a barrier to the <br />idea of community. It should be a "seam" -- bind- <br />ing the community together with threads that are <br />integral to the fabric of the Mounds View. <br />Civic elements... <br />Civic elements should be prominent, visible fea- <br />tures of the community. They should be recog- <br />nized as highlights and made integral to the <br />Highway corridor and its design theme. <br />The larger landscape... <br />The Highway 10 conidor must bear a strong rela- <br />tionship to its context if it is to become a part of <br />the Mounds View community. It must draw from <br />its surroundings, becoming both a highlight and a <br />part of the local larger landscape. <br />A story... <br />The design theme for Highway 10 offers an oppor- <br />tunity to introduce the Mounds View community, <br />its local color, its history and its future.
