Due to the pending retirement, <br />the City Council agreed to begin an internal recruitment process. One candidate applied, Deputy Chief <br />Benjamin Zender. During Chief Harder's medical related absence, Deputy Chief Zender served as the <br />Acting Chief. <br />Discussion: <br />Mr. Benjamin Zender began his career with the City of Mounds View March 15, 2004 as a Police Officer. <br />During his 19 year tenure with the City, Deputy Chief Zender has participated in multiple specialties. He <br />was promoted to Sergeant in 2014, and again to Deputy Chief in January of 2020. <br />During a Closed Work Session on Monday, April 3, 2023, the City Council agreed to promote Benjamin <br />Zender to Chief of Police. He completed and passed all hiring requirements, including a psychological <br />assessment. Deputy Chief Zender performed as Acting Chief when required, during the absence of Chief <br />Harder since October 2021. Staff recommends Chief of Police Zender receive Step 3 of the pay plan <br />effective April 10, 2023, and upon successful completion of a six-month probationary period, advance to <br />Step 4 (October 10, 2023).
