Mounds View City Council March 27, 2023 <br />Regular Meeting Page 3 <br />1 citizens committee could make a recommendation for a hauler to the City Council, but noted this <br />2 would still be for seven years. <br />3 <br />4 Council Member Meehlhause asked when the requirement changed to seven years. City Attorney <br />5 Riggs reported this was a recent change. <br />6 <br />7 Council Member Lindstrom explained he spoke with the mayor of Maplewood regarding their <br />8 refuse hauling and stated their process went to the citizen committee. He indicated some of the <br />9 concerns Mounds View residents had were with how the St. Paul refuse contract went. He asked <br />10 if staff could speak to this. City Attorney Riggs reported St. Paul was quite different from Mounds <br />1 1 View, noting St. Paul had been broken down into zones and still had multiple haulers. He reported <br />12 Maplewood or Richfield was more similar to Mounds View. <br />13 <br />14 Council Member Lindstrom questioned what would happen if a single hauler was selected and <br />15 they were to go out of business during the term of the contract. City Attorney Riggs advised another <br />16 hauler would have to be selected to complete the term of the contract. <br />17 <br />18 MOTION/SECOND: Gunn/Meehlhause. To Waive the Reading and Adopt Resolution 9714, <br />19 Public Notice of Intent to Organize and Negotiate with Waste/Refuse Collectors. <br />20 <br />21 Council Member Meehlhause commented he has been a strong believer that this was the right <br />22 direction for the community. He believed the City had an obligation to protect its streets. He then <br />23 read a quote from a book he was reading about Abraham Lincoln which included a passage from <br />24 the 18th century statesman and philosopher Edmund Burke that your representative owes you not <br />25 his industry only, but his judgment, and he betrays, instead of serving you, if he sacrifices it to <br />26 your opinion. <br />27 <br />28 Mayor Hull thanked Council Member Meehlhause for his comments and agreed pursuing <br />29 organized refuse collection was the right step for the City. <br />30 <br />31 Ayes — 5 Nays — 0 Motion carried. <br />32 <br />33 C. Resolution 9722, Authorizing the Purchase of a Roller Compactor. <br />34 <br />35 Public Works/Parks and Recreation Director Peterson requested the Council authorize the <br />36 purchase of a roller compactor. He described how the roller compactor would be used by his staff <br />37 and noted this piece of equipment was included in the 2023 budget. <br />38 <br />39 MOTION/SECOND: Lindstrom/Meehlhause. To Waive the Reading and Adopt Resolution 9722, <br />40 Authorizing the Purchase of a Roller Compactor. <br />41 <br />42 Ayes — 5 Nays — 0 Motion carried. <br />43 <br />44 D. Resolution 9723, Accepting Bids and Approving the 2023 Fog and Crack <br />45 Sealing Project. <br />46 <br />
