MOWN-DS ViEw <br />of Mounds View Staff R1 <br />Item No: 8F <br />Meeting Date: April 10, 2023 <br />Type of Business: Council Business <br />Administrator Review: <br />To: Honorable Mayor and City Council <br />From: Don Peterson, Director of Public Works/Parks and Recreation <br />Item Title/Subject: Resolution 9734, Approve the 2020 Municipal Inflow and <br />Infiltration Grant Request to the Metropolitan Council <br />Introduction: <br />Metropolitan Council Environmental Services (MCES) established an Inflow and Infiltration <br />(I&I) grant program for municipalities. This grant was designed to assist member cities with <br />reducing I&I throughout the service area. By reducing the I&I, MCES treatment system can <br />more efficiently treat the incoming sanitary sewer discharges. Council is asked to approve <br />the attached resolution authorizing the application for this grant. <br />Discussion: <br />In 2020, the Public Works Director sent a grant application to the MCES in order to participate <br />in the 2020 State Bond Fund Municipal Inflow & Infiltration (I&I) Grant (Grant). This application <br />provided a preliminary estimate of costs associated with planned work. There has been one <br />completed sewer lining project in addition to manhole restoration, sealing and/or grouting, in <br />which these costs are eligible for the grant funds also. <br />Staff has calculated the costs associated with the I&I reduction efforts and will submit these <br />to MCES as well as a certification that the work was completed and located within City's Right <br />of Way. The one remaining item t required by MCES is a resolution authorizing the application <br />to the grant program. <br />Upon receipt of the resolution and other documentation, MCES staff will generate the grant <br />agreements for signature and will forward to each of the recipient municipalities; anticipated <br />to commence prior to the end of the month of May with the total grant dollar funding amounts <br />by the end of the year. <br />Strategic Plan Strategy/Goal: Maintain and Plan for Infrastructure Improvements. <br />Financial Impact: No Financial Impact to 2023 Budget. <br />Recommendation: <br />Staff recommends that City Council to approve the attached resolution requesting <br />participation in the 2020 Municipal Inflow and Infiltration Grant Request. <br />Respectfully submitted, <br />Don Peterson <br />Director of Public Works/Parks and Recreation <br />Ti,U_11UU11U5 V.U..
