Ordinance 890 requires <br />that a public hearing be held for all dog kennel license applications and that notices be sent to <br />residents within 500 feet of the property in question. Christina Wessel, 8373 Groveland Court, <br />has applied for a residential dog kennel license. <br />Discussion: <br />Christina Wessel owns her home located at 8373 Groveland Court. Currently, Christina has three <br />dogs. Sole, Nikko and Presto are all Nova Scotia Duck Retrievers. All dogs are current on their <br />rabies vaccination and each has a Mounds View Dog License. Ms. Wessel indicates that there <br />is no outside kennel on the property, and that there is a six-foot privacy fence enclosing the <br />backyard. Also, according to the Mounds View Police Department, there have been no animal <br />complaints on file for this address within the past year. <br />As required, the City has published notice of this meeting in the St. Paul Pioneer Press and has <br />sent a notice to properties within five hundred feet (500') of the subject property at least ten days <br />before this public hearing. <br />Ms. Wessel will be present at the meeting to answer any questions that may arise. <br />Kennel licenses expire annually on December 31, 2023. <br />Strategic Plan Strategy/Goal: Our ordinance and this application are consistent with the <br />Vision Statement — "Welcoming and desirable destination to all ages and cultures ... and a place <br />where residents can live, work and play. <br />Financial Impact: None. <br />Recommendation: <br />Staff recommends opening the public hearing for public comment, and approval of Resolution No. <br />9739. <br />Respectfully submitted, <br />Nyle Zikmund <br />City Administrator <br />The Mounds View Vision <br />A Thriving Desirable Community <br />
