MEMO TO: Mounds View Parks and Recrea ion Commission
FROM: Bruce K. Anderson,
Parks, Recreation an.
DATE: December 15 , 1982
RE : Monthly update - December, 1982
The following issues and programs are outlined to provide the
Commission with a better overview of the department 's day to day
operations . Each of the listed items are strictly information
oriented and not intended for formal Commission action.
1 . Golden Glove Boxing - Enclosed is a copy of the waiver and
indemnification agreement that the Golden Glove Boxing program
has agreed to sign in order to have an official franchise through
the City of Mounds View. The form was presented to the Mounds
View City Council on Monday , December 13 , 1982 and they formally
approved the Golden Glove Boxing program as a sanctioned program
under our jurisdiction. We currently have 58 young people
enrolled in the program which has continued to grow each week
with five volunteers currently coordinating the program on
a regular basis. The program meets on Monday, Tuesday and
Thursday evenings at 6 : 00 - 9 : 00 p.m. at Edgewood Community
Center. I would encourage each of you to stop by and check
the program out as we will be reviewing the program at the
S completion of six months to determine whether or not the pro-
gram should be continued in the future years .
2. Memo from Rushton and Carney - Staff has included a letter from
city attorney Mark Carney which outlines current policy regarding
workers compensation and unemployment expenses . During the past
few years , we have tried to use our employee contract as a form
which would eliminate employees making claims for either unemploy-
ment or workmans compensation towards the City of Mounds View.
As can be noted by the enclosed letter, this policy apparently
no longer is, nor was it ever , valid. Staff is in the process
of reviewing our current contract with city attorney Carney to
determine if a modified or adaptive policy or contract agreement
could be developed.
3 . Hiring of part-time office aide — Staff has made contact with
School District #621 to hire a C .E .T .A employee as a part-time
office aide during the school year . We have hired a young woman
by the name of Rose Seiberlich who will be working on a Monday
through Friday basis with funds to be paid through the School
District C .E .T .A. program. Rose ' s responsibility will include
flyer preparation, light typing , counter and program registration
as well as telephone answering.
4 . Pirates of Penzance - the Mounds View Young People' s Theater held
• their initial performance on Friday, December 10 , 1982 at Edgewood
Community Center with over 36 young people involved in the actual
performance . The Pirates of Penzance was the culmination of our
12 week theater program which proved to be extremely successful
under the jurisdiction of instructors Beth Gillman and Haeri Tollef-
son. The program was viewed by over 350 Mounds View residents
with cookies and refreshments served . : :_erwards . Staff envisions
