• MEMO TO: Mounds View Parks and Recreation Commission
FROM: Bruce K. Anderson, Director
Parks, Recreation and Forestry
DATE: September 22, 1982
RE: Park Shelter Buildings
The Mounds View City Council directed staff to negotiate the purchase of
three park shelter buildings from Ken Ernst House Movers at a cost of not
to exceed $24,000 for purchase, relocation, and for all building modification.
Staff is meeting with Mr. Ernst on Thursday afternoon along with our pro-
posed contractor from Stenco Construction to negotiate a firm price for the
buildings and determine the specific dates and locations for delivery.
Staff has enclosed a number of memos that were submitted to the City Council
since our last Park Commission meeting regarding the feasibility of purchas-
ing the buildings and which outline not only the proposed costs but also
• include pictures of what the buildings would look like. The buildings are
basically 24' x 32 ' classroom style buildings which are in extremely good
condition, they are carpeted and have windows on one side and a two door
entrance-exit system. In addition to being fully insulated on all six sides ,
the buildings also come with electric forced air furnaces and central air
conditioning.
Staff feels that although they are not ideal buildings from a vandal resistant
perspective, with some modifications in our current staffing procedure, staff
feels that the buildings would prove to be a welcome addition to our park
system for a number of years down the road. Proposed locations for the three
buildings are Groveland Park, Woodcrest Park and Hillview Park.
The major issued that needs to be reviewed other than the final purchase price
and building modifications are site locations. Staff has attached copies of the
three park master plans for Groveland, Hillview and Woodcrest which outlines
the proposed locations of the buildings and we will be discussing design
• criteria alternatives regarding the proposed location sites at Thursday's
meeting.
