Anderson , Director <br /> Parks, Recreation and Forestry <br /> DATE: September 20, 1982 <br /> RE: Purchase of Park Shelter Buildings <br /> The following memo has been prepared to give you the most up-to-date information <br /> that staff has received regarding the feasibility of purchasing three park shelter <br /> buildings in 1982. Staff contacted Ken Ernst on Monday morning and Mr. Ernst <br /> indicated once again that he still has three buildings that he would be willing <br /> to sell to the City of Mounds View. He further indicated that the sale price of <br /> $5,500 was for four sides completed, which is still agreeable to him; but he <br /> also indicated that should price become an object, he would be willing to ' <br /> negotiate further with the City Council and/or staff. <br /> Staff also contacted Jerry Stenhoff once again from Stenco Construction and he <br /> indicated that his initial estimate of approximately $1 ,500 for frost footings <br /> and foundation would not be quite as accurate as he had hoped, as it appears that <br /> the price would be closer to $2,000 to have footings and two or three courses of <br /> block built below each building. Staff feels that through the negotiation process <br /> with Ernst Construction, we would still be able to work within the $24,000 figure <br /> for the purchase of three buildings. <br /> The other issue that came to light was the heating system which staff had indicated <br /> was a forced air heating system. Staff understood this to, be a natural gas furnace <br /> system but after further investigation ,• it appears that all the buildings that are <br /> remaining have electric furnaces. To give you an idea on the cost differential <br /> between the use of propane and electric, staff has researched the cost in 1982 for <br /> our park shelter buildings and compared the trailer at Hillview Park to that of <br /> the trailer at Lambert Park as Hillview was heated electrically and Lambert used <br /> propane. Much to the surprise of staff, it appears that the electric unit at <br /> Hillview was cheaper to operate than the propane furnace at Lambert. The specific <br /> costs are $467.69 for gas and electric .at Hillview Park as compared to $885.32 at <br /> • Lambert Park which includes gas, electric and propane. Staff has included a de- <br /> tailed accounting of how these monies break down, but it appears that at least a <br /> portion of the increase at Lambert Park can be attributed to set up and delivery <br />
