1985 LONG TERM FINANCIAL PLAN <br /> Page Eighteeen <br /> 1111 <br /> F. PARKS , RECREATION AND FORESTRY <br /> The major goal of the Parks, Recreation and Forestry <br /> Department is to develop a comprehensive and balanced system <br /> of parks, open space, trails, and leisure oriented programs <br /> for all residents of Mounds View in as economic a manner as <br /> possible. The four elements necessary to accomplish this goal <br /> and the objectives of each element are as follows : <br /> 1. Recreation Programs <br /> The overriding recreation objective is continuing <br /> enrichment and growth through leisure education and <br /> recreational opportunities for all City residents. <br /> 2. Forestry Program <br /> The primary objective of the Forestry Program is to <br /> preserve and supplement the existing floral canopy in <br /> Mounds View and provide additional support services <br /> relative to plants, shrubbery , and shade trees for the <br /> enjoyment and education of all City residents. <br /> 3. Parks and Recreation Facilities <br /> 410 <br /> Develop and implement a comprehensive parks and recreation <br /> area and facilities plan for the City in accordance with <br /> accepted standards and keeping in mind the needs and best <br /> interests of the City . <br /> 4. Park Maintenance <br /> Provide a continuous and systematic program of repair , <br /> replacement and maintenance of all park and recreation <br /> facilities and equipment. <br /> The overriding concept our department proposes for the next <br /> five years is a steady , regulated and controlled growth. The <br /> rationale for such a position is based on four premises : <br /> 1. The City Council will continue to adopt a long range <br /> capital improvement program which outlines a minimum <br /> expenditure of $50, 000 for parks and recreation facilities <br /> on an annual basis with the monies to be earmarked from the <br /> City ' s Special Projects Fund. <br /> • <br />
