• TO: Bruce Anderson <br /> FROM: Rita Docken <br /> DATE: May 20, 1985 <br /> RE: Recycling <br /> As you are probably aware, the company serving Mounds View--Recycling <br /> Unlimited--is no longer doing recycling in Ramsey County. Don Pauley <br /> asked me to look into other providers to see what is available. <br /> Katy Boone of the Metro Council informed me that there is up to <br /> 50¢/household available for recycling. There will be a meeting on the <br /> proposal rules Wednesday, May 22 at the Met Council . <br /> Ms. Boone tole me to contact Rick Hlavka of Ramsey County Environmental <br /> Center. He stated that they also have landfill surcharge funds available-- <br /> again, up to 50¢/household. They would like us to commit some of our <br /> recyclables to their center so those details would need to be worked out. <br /> He would like to see the hours at our compost site expanded and I think <br /> that would be possible by working closely with Mounds View volunteer <br /> groups. <br /> I am proposing that a committee be formed consisting of civic groups <br /> 11111 <br /> in Mounds View. If six groups responded, each group would go to the <br /> compost/recyling site every six weeks. This would not place undue <br /> effort on any particular group and would hopefully reduce the burn out <br /> so often experienced with volunteers. If money were generated from these <br /> efforts, it would be divided equally among all parties participating. <br /> I would like to see the recycling center he a part of the Ardan Hills <br /> Park compost site. Champlin is currently running a center in a 32' x 40' <br /> area which encloses a small trailer for newspapers and a building (14' x 22' ) <br /> to house the barrels and bins for aluminum, steel , glass, and plastic. I <br /> foresee having the site open every Saturday from 9-1, year around. <br /> The area where I see the most money being generated is waste oil <br /> recovery. There is a 350=gallon underground tank located near the main- <br /> tenance garage. It is drained at approximately six month intervals and <br /> the oil is sold for 12¢/gallon. I have found a dealer who will drain the <br /> tank and pay us 38¢/gallon. If it were open to the public (again on a <br /> limited time basis to control what is actually dumped into the tank) we <br /> could perhaps make this a self supportive program. <br /> Discussions with various recyclers and townships provided various <br /> other options for our recyclables. One recycler would charge us $10-12/ <br /> ton to provide permanent dumpsters with a call-when-full pick up service. <br /> Another group currently serving Blaine and Mounds View, Minnesota Soft <br /> 111/1 <br /> Drink Recycle (MSD) , buys plastic one- and two-liter pop bottles and <br /> aluminum and steel pop and beer cans only. (They will accept glass and <br /> aluminum if we deliver it. They do not take paper. ) They serve Country <br /> Club Food stores and Cub Foods so they have a pretty good market because <br /> they pay for these items. <br />
