Anderson , Director <br /> 1 <br /> Parks, Recreation and Forestry <br /> DATE: September 26, 1984 <br /> RE: Composting and Recycling Program <br /> The Mounds View composting program will open to the public on <br /> October 17 and run for four weeks through November 11 , 1984. The <br /> site will open on Saturday, 10: 00 a .m. - 4: 30 p.m. , Sunday, 12 : 00 <br /> noon - 4 : 30 p.m. and Wednesday, 12 :00 noon - 4 : 30 p.m. We are <br /> fortunate once again to have Odas Newton serve as the site coor- <br /> dinator and we envision the program to remain a viable and popu- <br /> lar program. <br /> We have made some minor improvements to the program for 1984 , the <br /> first being the installation of additional fencing and gates as <br /> well as a class 5 roadway that will allow the public to drive <br /> through the park site and dump their leaves without turning <br /> around. <br /> Staff has included a copy of an article from the City of St. <br /> Louis Park outlining their recycling program. It' s not staff ' s <br /> position that we should be involved in or develop a recycling <br /> program similar to the level of St. Louis Park , but staff ques- <br /> • <br /> tions whether or not we should provide some type of small recy- <br /> cling program in conjunction with the City' s composting program. <br /> I have spoken with Recycling Unlimited regarding the placement of <br /> barrels for glass, aluminum cans and newspaper at the site and <br /> they have indicated that they would be willing to do so. <br /> The drawbacks to having a drop site at the composting site are <br /> potential litter and general disorderly area. It is staff ' s <br /> feeling that with a site supervisor , we should be able to keep <br /> the site organized and relatively litter free . The only cost <br /> that would be born by the City would be the construction of a <br /> three sided structure to house the barrels which staff estimates <br /> at $500. 00 for materials. <br /> I have further spoke with our City' s energy coordinator , Rita <br /> Docken , and she has indicated that the Energy Commission might be <br /> interested in taking this project on a permanent basis. Ques- <br /> tions that I feel the Commission needs to address are: <br /> 1 . Should the Parks Department be involved in a recycling pro- <br /> gram. <br /> 2. Do you feel that park land is a good site for a recycling <br /> program. <br /> It would be staff' s desire to commence this program in conjunc- <br /> • tion with the 1984 program which would begin October 17 and staff <br /> would appreciate direction from the Commission regarding their <br /> posture on this issue . <br /> BKA/sll <br /> Attachment <br />
