Anderson, Director- <br /> Parks, Recreation and Forestry <br /> DATE: September 12, 1984 <br /> RE: Community Theater Proposal <br /> As per our dinner discussion last week, I have developed the following list of <br /> items that need to be compiled in a clear cohesive manner as a Community Thea- <br /> ter proposal. I envision that the Community Theater proposal will be present- <br /> ed to the four municipalities as well as the Mounds View Community Education <br /> Department for their review and formal approval. <br /> Items that need to be included in the proposal are as follows: <br /> 1. A copy of by-laws and/or structure as to how the Community Theater Board <br /> would function. This item would also need to include a statement as to <br /> how the relationship between the four municipalities, School District and <br /> theater board would function. <br /> 2. An annual budget proposing both revenue and expenditures for the develop- <br /> ment of a Community Theater program. As part of the budgetary process you <br /> would need to determine how many plays, time periods and financial feasi- <br /> bility of the productions. <br /> • 3. A staffing proposal outlining staff salaries; including brief job descrip- <br /> tions outlining what each of the paid staff members would do. <br /> 4. A publicity or public relations campaign, highlighting how the Community <br /> Theater program would he promoted and publicised. <br /> 5. A proposal outlining how the required funds would be attained, i.e. a per- <br /> centage share from each of the municipalities and School District and/or <br /> funding from Minnesota Associated Arts Board, etc. <br /> 6. A past history of the Mounds View Community Theater under Mel Olson and an <br /> overview of existing community theater organizations in surrounding areas <br /> to specifically establish the need for a community theater program within <br /> the School District. Additional items that would be included would be <br /> population figures, relationship to existing community theater programs <br /> and past experiences. <br /> 7. A section dedicated to interviewing existing community itY theater programs to <br /> determine the success and/or history of other community theater organiza- <br /> tions that have functioned in a similar capacity. <br /> 8. We would need letters of support from community "activists" including <br /> School District administration, local Park and Recreation staff, School <br /> District staff and other interested community residents. <br /> 9. We would need a letter of committment from either the School District or <br /> 111/1 Irondale High School principal stating that facilities would be available <br /> at Irondale for the times as outlined. <br /> Should you have any questions regarding any of these items, feel free to con- <br /> tact myself directly at 784-3055, ext. #41. <br /> BKA/sll <br />
