-2- <br /> After reviewing the concerns and speaking to a number of sur- • <br /> rounding municipalities regarding their existing fencing poli- <br /> cies, it would be staff ' s recommendaton that no permanent fence <br /> be installed at Random Park at this time . <br /> Staff would further recommend that a one year waiting period be <br /> established and that the issue be reconsidered by the Park Com- <br /> mission in September, 1985 to determine if the problem is still <br /> in existence and to what extent the problem is. <br /> In addition , staff would further recommend that major planting <br /> including berming , be developed on the eastern edge of the park <br /> to include Niobi weeping willow, swamp white oak, river birch and <br /> laurel leaf willow. The other possibility for screening would be <br /> shrubbery or hedging . Possible plant materials would be Arro- <br /> wood , Nannyberry and Amur Maple . Unfortunately, due to the high <br /> water level and general low grade at Random, we do not have a <br /> wide selection of planting materials that would work at Random <br /> Park . Staff feels that with berming and extensive planting , we <br /> would be able to eliminate the majority of the problems and con- <br /> cerns that the neighbors have raised . <br /> As staff indicated earlier , I think the situation should be <br /> reviewed periodically, and should the problems continue to devel- <br /> op, action may be necessary sooner than the September, 1985 time- <br /> line . • <br /> BKA/sll <br /> de° <br /> I <br />
