25. 05 <br /> 25. 05 Computation of Required SWM Charge. <br /> i <br /> Subdivision 1. Base rate. The 1978 base rate for computation <br /> of the SWM Charge shall be 15. 3 cents per square foot. This rate <br /> shall be adjusted annually on July 1st according to the change in <br /> the Engineering News Record Construction Cost Index for the <br /> Minneapolis-St. Paul area. <br /> Subdivision 2. New developments. The SWM Charge for any <br /> parcel of land upon which there is no existing principal building, <br /> as defined under Chapter 40 of the Municipal Code, shall be the <br /> product of the base rate established in Subdivision 1 above and the <br /> difference between the total runoff equivalent of the existing and <br /> proposed land uses established in Subdivision 4 below. <br /> a. The SWM Charge shall be zero wherever the difference <br /> between the total runoff equivalents of the existing <br /> and proposed land uses is less than ten. <br /> b. The minimum SWM Charge, except as provided in a. <br /> above, shall be twenty-five dollars. <br /> c. No provision herein shall be construed to prohibit <br /> the payment of more than one SWM Charge for a specific <br /> parcel of land. • <br /> d. The SWM Charge shall be zero whenever a building permit <br /> is issued for the addition, alteration, or improvement <br /> to an existing single family residential structure or <br /> a lot which has an existing single family residential <br /> structure in an R-1 zoned district. <br /> Subdivision 4 . Total runoff equivalent. The City Engineer <br /> shall prepare total runoff equivalents for all parcels of land for <br /> which a building permit is sought. The following coefficients of <br /> runoff shall be used to compute the total runoff equivalent: <br /> Type of Drainage Area <br /> Bare soil , flat, 2% slope . 25 <br /> Bare soil , average , 2-7% slope . 30 <br /> Bare soil, steep, 7% slope . 35 <br /> Impervious area (streets, drives , <br /> walks, roofs, etc. ) . 95 <br /> Grassy areas and natural wooded areas: <br /> Sandy soil, flat, 2% slope . 10 <br /> Sandy soil, average, 2-7% slope . 15 <br /> Sandy soil, steep, 7% slope . 20 <br /> Heavy soil, flat, 2% slope . 17 <br /> Heavy soil, average, 2-7% slope . 22 <br /> Heavy soil , steep, 7% slope . 35 <br />
