ITEM 9 <br /> MEMO TO: Clerk-Administrator and City Council <br /> FROM: Director of Public Works/Community Development <br /> IIIDATE: December 29, 1986 <br /> SUBJECT: COUNTY ROAD I RECONSTRUCTION FROM T.H. 10 TO I-35W <br /> Attached please find the following : <br /> 1 . Letter from Ken Weltzin, Ramsey County Director and County <br /> Engineer, dated December 18, 1986 . <br /> 2. Final Feasibility Report for the subject project dated <br /> • December 15, 1986 . <br /> 3. Possible funding sources for City contribution dated <br /> December 29, 1986 <br /> Ramsey County Public Works Department recommends reconstructing <br /> County Road I with 4 travel lanes and curb and gutter . The road <br /> is proposed to be 46 feet wide with no parking on either side. <br /> The entire road surface is proposed to be concrete because two <br /> St. Paul Water Utility conduits are located under the proposed <br /> road . <br /> Ramsey County estimated total cost for the project is . <br /> $1 , 631 , 659.00 . The estimated total City contribution is <br /> • $305, 313.00 . Possible funding sources for the City' s <br /> contribution include M.S.A. , City Street Maintenance Program, <br /> Storm Water Management Fund , General Fund , assessments and the <br /> School District. Attachment #3 lists possible funding sources <br /> for. the City' s contribution. Ramsey County policy is that the <br /> City shall not utilize M.S.A. Storm Sewer. Funds on County <br /> Reconstruction projects. Ramsey County requests that the City <br /> utilize M.S.A. funds only for sidewalk, traffic signals and <br /> right-of-way. <br /> Ramsey County asks that the City of Mounds View approve the final <br /> feasibility report and authorize the City Engineer to sign the <br /> final feasibility report and return said report to Ramsey County. <br /> Some issues need further discussion . One issue is, should we <br /> install a sidewalk on the south side of County Road I , <br /> particularly in the area of Pinewood School? The cost of one 8 ' <br /> wide concrete sidewalk is included in the above cost estimate in <br /> the amount of $96,046. A 5 ' wide concrete sidewalk costs <br /> f� ._'1) $60 ,000 . If a sidewalk is installed on the south side of County <br /> ��� Road I , additional right-of-way will need to be purchased . <br /> d�.e�.ddd Ramsey County estimates that the additional cost to purchase this <br /> P right-of-way is approximately $90,000. The City may be able to <br /> 61iir acquire the right-of-way for considerably less than that figure. <br /> -di The City will need to acquire right-of-way from the Tom Thumb <br /> Store, apartment owners on the south sie of County Road I between <br /> .,o4.06d 0 et/ XleI 1. <br />
