MEMO TO: Parks and Recreation Commission <br /> FROM: Mary Saarion, Director <br /> • DATE: December 11 , 1986 <br /> RE: Woodcrest Park Improvement Possibilities <br /> It has been brought to my attention by both Councilmember Quick and <br /> Commissioner Wuori that the majority of the City's pre—school population seems <br /> to be shifting from the Groveland Park area to the Woodcrest Park area. <br /> Please refer to the playground enrollment figures. <br /> This is a concern of the Parks and Recreation Commission because there are <br /> minimal park facilities offered for pre—school children in this area of the <br /> City. Woodcrest Park offers only a run—down tot lot which is a hazard due to <br /> ill repair, deterioration and broken items. The sandlot volleyball court and <br /> hockey rink are not appropriate for this age group leaving a pleasure skating <br /> rink as the only adequate activity opportunity for pre—schoolers. Considering <br /> that very few 3-5 year olds ice skate, this may even be a mis—match for pre— <br /> schoolers. <br /> It is an opinion that perhaps Woodcrest Park projects should be given a <br /> revised high priority on the 5 Year Capital Improvement Plan to accommodate <br /> for the interests and needs of the community. <br /> Here are some ideas for discussion: <br /> 1. See page 3, #3 Woodcrest Park regrading. Perhaps the Parks and Recreation <br /> Commission should request to the City Council that funds from the sewer <br /> • and water fund (S.W.M. ) for the completion of the ditch along the southern <br /> and western edges of the park, be allocated for the summer of 1987 <br /> completion. <br /> 2. See page 5, #1 Woodcrest Tot Lot. Twenty thousand dollars ($20,000) is <br /> available to the Parks and Recreation Commission to use as chosen. This <br /> money is the 1987 budget savings from the re—organization of the Parks, <br /> Recreation and Forestry Department. One option is to use this money to <br /> purchase a play structure that would truly provide the necessary play <br /> facility for the pre—school population in the Woodcrest Park area. This <br /> could be purchased and installed in 1987. <br /> These two actions alone would greatly improve the safey, aethetics and <br /> usership of this park. Additional priority imrprovements is certainly an <br /> option. These two improvements are, however, necessary as of yesterday. <br /> Your thoughts on this matter will be greatly appreciated at the meeting <br /> scheduled for Thursday, December 18, 1986. <br /> • <br />
