RESOLUTION NO. 2067m iI CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA t 1111ii RESOLUTION ESTABLISHING A POLICY FOR PARK LAND THAT ABUTS RESIDENTIAL PROPERTY );. WHEREAS , the City Council of the City of Mounds View is ;, the custodian of all public park lands within the City boundar- I ies; and WHEREAS, the City of Mounds View needs to establish pol- . icies to define orderly growth that is mutually beneficial for i • all Mounds View residents; and WHEREAS , the City Council of the City of Mounds View desires to provide parks and open space lands for the benefit of all City residents. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Mounds View hereby adopts the following policy for the use of park land adjacent to private residental properties; and BE IT FURTHER RESOLVED that the it is the policy of the City of Mounds View that all park land in the City belongs to the s residents on an equal basis and no priority or special attention ,, 1111 will be provided to landowners adjacent to park property; and .;;i BE IT FURTHER RESOLVED that it is the intent of the City ; , Council of the City of Mounds View to accommodate resident' s con- ?, cerns and or suggestions whenever possible as long as it does not ,i; compromise the general public' s access to the use of public park it property; and BE IT FURTHER RESOLVED that the City Council of the City ,a s;! of Mounds View hereby direct staff to develop a landscaping plan ;l� outlining the specific tree and shrubbery placement for each of the City parks which will be reviewed and adopted by the Mounds ' �i View Parks and Recreation Commission; and 1, BE IT FURTHER RESOLVED that the landscaping plan will i1 ! prioritized future landscaping needs and be on an annual ,� basis for City budgeting procedures; and BE IT FURTHER RESOLVED that the City Council of the City . ` of Mounds View hereby adopts the following policy statements to serve as guidelines for the establishment of fencing within the City parks : l . Shrubbery, trees and similar foliage should be used in place of man-made materials. • 2. Fencing in general detracts from the visual aesthe- tics of park property.
