This often becomes critical during <br /> periods of high inflation, decreasing State aids, and poor economic growth. Without <br /> adequate reserves, a City may be unable to respond to external factors. With adequate <br /> reserves, these external factors are more manageable by the City. <br /> The City has achieved and maintained a sound fund balance level for its General <br /> • <br /> Fund.
