MEMO T0: Mounds View Parks and Recreation Commission <br /> IDFROM: Staff <br /> DATE: April 29, 1986 <br /> RE: Park Dedication Fees <br /> There are two issues that the Park Commission has to deal with <br /> regarding park dedication fees. The first being with the Herbst <br /> sub-division located at the intersection of County Road H2 and <br /> Highway 10. As you are aware, the Park Commission voted back in <br /> the fall of 1985 to request cash in lieu of land as a park dedi- <br /> cation fee from the Herbst sub-division. Herbst and Sons are <br /> currently at the final stages of filing their plat, and a park <br /> dedication fee of $39,000 has been negotiated between the City <br /> and Herbst and Sons. At this time , the Park Commission needs to <br /> begin exploring thoughts and ideas as to how you might want to <br /> allocate this $39 , 000 . At this time , staff has no recommendation <br /> and would entertain a general discussion from the Park Commis- <br /> sioners as to how different projects should be ranked. <br /> . The second area that needs to be addressed is the park dedication <br /> fee for the Marsella Rybak/Stanley Fisher addition located at <br /> 8270 Groveland Rd. This property is located directly west of <br /> Groveland Park and is being sub-divided into seven separate lots <br /> as can be noted in the enclosed plat map. <br /> The question the Park Commission needs to consider whether to <br /> accept a cash or land, with the cash dedication being equated at <br /> $527 or receiving 1 . 1 acres of wetland in lieu of the cash dedi- <br /> cation . The City charter states that the Park Commission has no <br /> formal say in this decision, as the developer has the right to <br /> receive credit for wetlands to satisfy their park dedication <br /> requirements. <br /> At this time, the developer, Mr. Stanley Fisher has requested <br /> that the 1. 1 acres of wetland be sufficient for their park dedi- <br /> cation fee. The only real question at hand is if the Park Com- <br /> mission would want to take a strong stance to request not only <br /> the 1 . 1 acres of wetlands but also the $527 park dedication fee <br /> in addition . <br /> • The City Council has requested that the Park Commission take a <br /> position on this issue at the earliest possible date so that the <br /> sub-division can proceed in a timely manner. <br /> BKA/sll <br />
