• <br /> THE MINNE`;OTA RECREATION AND PARK ASSOCIATION <br /> • 1986 LEGISLATIVE PLATFORM <br /> The Minnesota Recreation and Park Association (MRPA) is a non-profit <br /> organization committed to the philosophy that excellent parks , recreation <br /> and leisure services enhance the quality of life for all citizens. <br /> The Minnesota Recreation and Park Association is deeply concerned about <br /> the status of recreational and leisure activities in the 1980' s and <br /> beyond. Foremost among these concerns is that quality recreational <br /> opportunities are available to ALL people, and that park facilities be <br /> maintained at a high (ivality level . More specifically , the Minnesota <br /> Recreation and Park Association either endorses, or urges the most <br /> serious consideration of the following issues : <br /> National Issues <br /> The Minnesota Recreation and Park Association will look to the National <br /> Recreation and Park Association to review and promulgate national <br /> legislation and to advise of the affect the legislation will have on <br /> Minnesota in matters dealing with parks, recreation and leisure services . <br /> The Minnesota Recreation and Park Association will provide support to <br /> pertinent legislation having a benefit to its members and the citizens <br /> 1111 <br /> of Minnesota and many promulgate legislation on state and national <br /> issues. <br /> Therapeutic Recreation Issues <br /> MRPA will monitor proposed budgetary cutbacks and proposed regulation <br /> changes at the state and national level that will affect the provision <br /> of recreation services to special populations. <br /> MRPA will monitor regulation changes and budgeting cutbacks in program <br /> areas that indirectly affect therapeutic recreation program and services, <br /> such as eligibility rcqurements for financial assistance, quality of <br /> life issues, status of vocational rehabilitation programs, P.L. 94-142 . <br /> MRPA will support state legislation which minimizes financial cutbacks <br /> to special populations and which will promote quality of life for <br /> special populations. <br /> MRPA will monitor the progress and effects of the federal legislation <br /> known as the Community and Family Living Ammendments Act of 1985. <br />• L('MR Outdoor Recreation Grants <br /> The Legislative Commission on Minnesota Resources (LCMR) grant program <br /> is currently the only state program that is designed to provide <br /> assistance to all loc;il governments for the acquisition and development <br /> of a wide variety of outdoor recreation facilities. <br /> S <br />
