• PART I <br /> GRANT PROGRAM DESCRIPTION <br /> The Celebrate Minnesota 1990 grant program is a competitive grant program designed <br /> to provide financial assistance to communities to help prepare for the statewide <br /> celebration to be held in 1990. The Minnesota legislature appropriated $700,000 for <br /> this program to be administered by the Minnesota Department of Trade and <br /> Economic Development (DTED) for undertaking cleanup, beautification and/or <br /> community improvement projects associated with locally sponsored celebrations <br /> planned as part of Celebrate Minnesota 1990. <br /> This manual describes the grant program and application requirements, and provides <br /> examples of documents required. Part One is the general grant program description. <br /> Part Two contains the application form and the instructions to complete the form.Part <br /> Three contains the appendices that provide examples of resolutions,letters of support <br /> and other information necessary to document the application requirements. <br /> Completed applications must be submitted to DTED by December 16, 1988. <br /> If you have any questions about the program or application requirements, please call <br /> 612/296-5005 and ask for the Community Assistance Unit. <br /> ID <br /> APPLICANT ELIGIBILITY <br /> For purposes of this grant program,communities are defined as a home rule charter or <br /> statutory city, a town, a local community improvement or local development <br /> organization,or an Indian tribe.An applicant,other than a local unit of government or <br /> an Indian tribe, could be a nonprofit,public service organization such as an organized <br /> neighborhood development group, an economic development authority or a <br /> community development corporation.Ineligible applicants will be disqualified without <br /> benefit of project review, and the applications will be returned. <br /> ELIGIBLE COMPONENTS <br /> Grant funds awarded under this program must be used for community beautification, <br /> cleanup, or other community improvement projects, including, but not limited to, <br /> removing or repairing dilapidated buildings; landscaping community entrance areas; <br /> establishing public activity areas; preserving, displaying and interpreting historic <br /> structures or events; and beautifying roadsides. Applicants are encouraged to develop <br /> project components that involve a physical and/or permanent structure or change in <br /> the defined project area.
