MEMO TO: PARKS AND RECREATION COMMISSION <br /> . FROM: MARY SAARION, DIRECTOR <br /> PARKS, RECREATION AND FORESTRY <br /> DATE: DECEMBER 17 , 1987 <br /> RE: FERTILIZER USE <br /> I have been advised by Clerk-Administrator Pauley that consideration <br /> of policies regarding the use of fertilizers is a City issue and <br /> therefore is beyond the realm of the Parks and Recreation <br /> Commission. <br /> Issues to consider regarding fertilization control are : <br /> 1 . Enforcement is difficult and for this reason guidelines and <br /> impact information would probably be more advantageous than a <br /> policy regarding fertilization limitations . <br /> 2 . There may be strong resident opposition to fertilizer <br /> limitations . <br /> • 3. A very small percentage of Mounds View residents live on a water <br /> source that is impacted due to run off by fertilizer, although <br /> all metropolitan residents are impacted by water polluted by <br /> chemicals . <br /> 4 . Other substances such as geese droppings, oil , gasoline, and <br /> salt which are washed into holding ponds and run-off areas may <br /> provide as much damage as fertilizers . <br /> MS/sl <br /> • <br />
