Goal 7: Develop an extensive parks and open space system to serve neighborhood <br /> needs and develop at least one large community pack with a full range of facilities <br /> to serve the community's needs. <br /> Policies: a. Classify and make any improvements to the Parks and Open Space <br /> System according to the direction established by metropolitan standards, <br /> as may be amended. <br /> b. Program recreation open space improvements with a capital improve- <br /> ment <br /> mprovernent program, update on an annual basis. <br /> c. To the extent feasible and practical, the Planning Commission shall <br /> recommend adherence to the Parks and Open Space policies as <br /> developed by Mounds View Parks and Recreation Commission. <br /> d . Develop an extensive and varied recreation program which is suited <br /> to the needs of all the residents of the community. <br /> e. Parks and open space shall be developed and improved to take maximum <br /> advantage of natural features of the community, such as Spring Lake <br /> and Rice Creek. <br /> I f. If economically feasible, tax forfeited and state trust land shall be <br /> acquired for public use as they become available. <br /> g. Both active and passive recreation areas will be maintained throughout <br /> the community. <br /> h. Parks and open space shall be equitably distributed throughout the <br /> community, taking care that sufficient facilities are available, tailored <br /> to meet the life cycle needs of the neighborhoods they serve. <br /> i. Private developers will be required to set aside a portion of their land <br /> for public use; where this is not feasible or desirable, developers will be <br /> required to contribute cash in lieu of land with such money to be utilized <br /> for the purchase and development of recreation space. <br /> �. Design and maintain parks with proper lighting, landscaping, shelter <br /> design, etc. to ensure a high degree of public and property safety. <br /> k. Ensure continual citizen participation in the planning, development <br /> and operation of recreational open space. <br /> I . Provide recreational facilities and a year round program of activities <br /> suited to the varied recreational needs of all age groups within the <br /> community. • <br /> 117 <br />
