CIVIC CENTER <br /> As mentioned in the Planning Inventory, Mounds View is still in the planning and <br /> land acquisition stages for development of the new City Civic Center. The Civic <br /> Center is proposed for the southeast corner of the intersection of County Road <br /> and Silver Lake Road. While the City is in the process of buying the land for the <br /> Civic Center, a survey is being conducted to determine what the residents of' <br /> Mounds View would like included in the facility. <br /> Since the Civic Center site and Mounds View's City Hall and maintenance facilitie's <br /> are all located in close proximity within the City Center or community focal point, <br /> their visual image is of prime importance. To this end, site planning efforts should <br /> include integration of facilities and extensive landscape treatment as major themes. <br /> PUBLIC UTILITIES <br /> Electricity is supplied to the City of Mounds View by the Northern States Power <br /> Company. Although most existing facilities are adequate, many of the lines are <br /> above ground, which tends to be unsightly, particularly in the commercial district. <br /> At such time as any street improvements are made, lines should be buried underground <br /> where possible. Northern States Power Company also supplies the natural gas for <br /> Mounds View. The existing facilities are adequate for expansion in both industrial <br /> and residential areas. <br /> In addition to six local wells, the water system in Mounds View is tied in with the <br /> metropolitan system of the City of St. Paul . The storage capacity is considered to <br /> be adequate for both existing and future needs, and no changes are programmed for <br /> the distribution system, outside of continued maintenance. The City now has a <br /> water storage capacity of 2,300,000 gallons. <br /> The sanitary sewer system is also connected to a metropolitan disposal system. <br /> Several areas dispersed throughout the City are still undeveloped and have not yet <br /> been connected to sewage or water systems. It is not anticipated that demands from <br /> these areas will exceed system limitations as imposed by the Metropolitan Waste <br /> Control Commission. The total average daily flow for Mounds View in 1990 is planned <br /> to be 1 .32 million gallons per day (mgd); this includes an anticipated flow from industry <br /> of .014 mgd. It is not expected that the City's population will be 15,800 in 1990, <br /> an estimate which originally formed the basis of the projected flow, though this <br /> capacity level will be needed to meet the sewer demand when Mounds View achieves <br /> saturation. <br /> Mounds View's storm drainage system is comprised of a network of open ditches and <br /> storm sewers. To date this system has been adequate and with the use and enforce- <br /> ment of development policies contained in the Water Drainage Facilities Report, <br /> prepared for the City in 1976, the City has avoided major drainage or flooding <br /> • problems. Continued use of these guidelines is expected to further prevent flooding <br /> and drainage problems in the future . <br /> 123 <br />
