MOUNDS � T� Item No: <br />V Meeting Date: May 22, 2023 <br />Type of Business: Council Business <br />City Administrator Review: <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Nyle Zikmund, City Administrator <br />Item Title/Subject: Public Hearing: Resolution No. 9752 to Consider a Residential <br />Kennel License for Joe Lundy, 2801 County Road H <br />Introduction: <br />A residential dog kennel license is required when you have 3 to 4 dogs. Ordinance 890 requires <br />that a public hearing be held for all dog kennel license applications and that notices be sent to <br />residents within 500 feet of the property in question. Joe Lundy, 2801 County Road H, has <br />applied for a residential dog kennel license. <br />Discussion: <br />Joe Lundy, owner of the property located at 2801 County Road H, currently has three dogs. Odin, <br />an Australian Cattle Dog Mix (Red Heeler), Phineas, a Corgi, and Poppy, a Jack Russell Terrier <br />Mix. All dogs are current on their rabies vaccination and each has a Mounds View Dog License. <br />Mr. Lindy indicates that there is no outside kennel on the property, and that a fence encloses the <br />entire property. In addition, according to the Mounds View Police Department, there have been <br />no animal complaints on file for this address within the past year. <br />As required, the City has published notice of this meeting in the St. Paul Pioneer Press and has <br />sent a notice to properties within five hundred feet (500') of the subject property at least ten days <br />before this public hearing. <br />Mr. Lindy and/or his wife will be present at the meeting to answer any questions that may arise. <br />Kennel licenses expire annually on December 31st <br />Strategic Plan Strategy/Goal: Our ordinance and this application are consistent with the <br />Vision Statement — "Welcoming and desirable destination to all ages and cultures... and a place <br />where residents can live, work and play. <br />Financial Impact: None. <br />Recommendation: <br />Staff recommends opening the public hearing for public comment, and approval of Resolution No. <br />9752. <br />Respectfully submitted, <br />Nyle Zikmund <br />City Administrator <br />The Mounds View Vision <br />A Thriving Desirable Community <br />
