Item No: 08B <br />Meeting Date: May 22, 2023 <br />MOLlyis VIEW Type of Business Council Business <br />City Administrator Review <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Jon Sevald, Community Development Director <br />Item Title/Subject: First Reading and Introduction of Ordinance 1003, Amending <br />Mounds View City Code Chapter 160.198; B-3 Highway <br />Business District, Conditional Uses <br />Introduction: <br />Big Dipper Creamery proposes to relocate their ice cream production facility to 2222 Mounds <br />View Boulevard, requiring; (1) an amendment to the B-3 district to allow processing of food <br />products as a Conditional Use; and (2) a Conditional Use Permit. <br />Discussion: <br />The B-3 district is intended for retail uses dependent upon traffic, e.g. most businesses along <br />the Boulevard. Staff interprets ice cream production most similar to; "Manufacturing, <br />compounding, processing, packaging or treatment of cosmetics, pharmaceuticals and food <br />products and the rendering or refining of fats and oils" which is a Permitted Use in the 1-1 <br />Industrial district.' <br />Analysis: <br />In comparing the option of rezoning the property to 1-1 Industrial (existing businesses would <br />become non -conforming), or amending the B-3 district to permit processing of food products as <br />a CUP, the later made more sense. This amendment is applicable to all properties zoned B-3. <br />As a CUP, the City may require conditions to alleviate any nuisance the business may create. <br />Strategic Plan Strategy/Goal: <br />Continue BR&E program, maximize utilization of development space and updated lists of <br />available sites, & consider residential development. <br />Financial Impact: <br />N/A <br />Planning Commission Recommendation: <br />The Planning Commission recommend approval at their May 17, 2023 meeting (Resolution <br />1159-23). <br />Staff Recommendation: <br />Staff recommends conducting the First Reading and Introduction.
