Item 08C <br />Page 3 of 4 <br />The proposed amendment allows for iconic statues (Projection Signs) up to 10' above the roof <br />height. Ten feet is consistent with the maximum height permitted for rooftop equipment.9 <br />Projection Signs are included within the 200' sq ft Wall Sign calculation. <br />If the Ordinance Amendment is approved as drafted, this does not address what the Bear Lot is <br />asking for (300 sq ft Wall Signs + bear of unknown size). <br />Strategic Plan Strategy/Goal: <br />Beautification of Mounds View Blvd. Cooperate with Ramsey County in implementing new <br />features and improved beautification, aesthetics, and landscaping including but not limited to <br />different plant species in median that looks professional, clean, and neat. Conduct and budget <br />for improvements in phases and use Hwy 96 as an example. <br />Consider a fagade and landscaping policy that is more robust while allowing for native pollinator <br />plant species and other alternative landscaping that looks professional and pleasing including <br />but not limited to urban gardening and creative energy saving projects. <br />Financial Impact: <br />N/A <br />Planning Commission Recommendation: <br />The Planning Commission discussed at their April 19, 2023 meeting, recommending Ground <br />signs to stay the same; Wall signs to be 200sf or 40% of wall area, whichever is smaller (same <br />as New Brighton), and to allow rooftop signs up to 10', but no temporary signs above the roof <br />(Resolution 1158-23). <br />The Commission is supportive of the iconic bear (and Mermaid), but wanted to address that at a <br />separate time. If the proposed amendment is approved, the bear appears to be permitted <br />(appears to be about 10' X 10'), but when including the proposed wall signage (301 sf + 100 sf <br />bear), the Bear Lot far exceeds the proposed amendment (200 sf). <br />The Commission also discussed ground sign base material, recommending that the code clarify <br />that sign bases to include masonry, whereas many signs installed have been other materials, <br />with masonry "around" the base (not as part of the sign material. <br />Example: masonry base (compliant sign). <br />Example: non -masonry base, with masonry planter around <br />sign (non -compliant sign). <br />9 City Code §160.056(C)(5) (Area and Building Size Regulations; Height Limitations) <br />i lie rvivunas vie.. -hill <br />A Thriving Desirable Community <br />
