MOUNDS VIEW Exhibit A <br /> • Parks and Recreation Commission <br /> October 27, 1999, 6:30 p.m. <br /> Minutes <br /> Commissioners present: Sherry Gunn, Gary Stevenson, Rich Sonterre, Theresa Lexcen, <br /> Stan McDonald, Frank Silvis, and Council liason, Mayor Dan Coughlin. <br /> Commissioners absent: Mary Benz,Dave Long and Dawn Little. <br /> Staff present: Terri Blattenbauer(YMCA) <br /> A motion was made to approve the minutes from the August 25, and September 22,by <br /> Gary, seconded by Stan. Motion carries. <br /> Bob Cunningham from TOLD Development proposed an idea to the Commission <br /> regarding the property south of the community center. An offer has been made to the <br /> City to purchase the remnant piece of property. Mr. Cunningham asked the Commission <br /> to consider a land swap. The development would possibly hold a Walgreens, clinic or a <br /> restaurant. The swap would entail over 7 acres. There was much discussion on adding <br /> competition to an existing, similar local business. The consensus was to proceed with a <br /> • land swap with the hopes that the design of the building would be aesthetically appealing <br /> and somewhat match the neighborhood look. Also,the Commission would like <br /> Walgreens to consider contributing to the development of the swapped land and to help <br /> provide a source of usable space for the community. <br /> Bruce Kessel, City of Mounds View Finance Director, talked with the Commission about <br /> investment ideas for a portion of the Park Dedication fund. This is critical due to the fact <br /> that there will not be any incoming revenue to support this account. The land in Mounds <br /> View to be developed has been developed. An amount to be set aside will be determined <br /> by the commission. There is approximately $200,000 available for investment. With a <br /> return of about 5 V2 %,this would generate nearly $11,000 a year from interest. The next <br /> step for the Commission will be to formulate a policy for Bruce. <br /> An update of August items include: <br /> • Silverview residents were given guidelines to proceed with some clean up <br /> around the pond area. The water lillie issue is still unresolved. <br /> • Projected date of completion of the Community Center locker rooms is <br /> February 1, 2000. <br /> • There is one set of park bleachers the Commission needs to decide where it is <br /> to be placed. <br /> • Parts are ordered for the fountain updating,however the job will wait until <br /> next spring. <br /> • <br />
