Exhibit C <br /> • <br /> Memo <br /> To: Terri Blattenbauer <br /> From:Rick Jopke <br /> CC: <br /> Date: 10/19/99 <br /> Re: Property South of the Community Center <br /> As I indicated to you over the phone the City Council has requested that the Planning <br /> and Park and Recreation Commissions to review a proposal for the property located <br /> immediately south of the Community Center. There is a 9.4 acre privately owned <br /> parcel known as the Midland Videen parcel and 1.5 acre remnant city owned parcel <br /> adjacent to it that was created when Edgewood Drive was realigned. A major portion <br /> of the Midland Videen parcel is a wetland. TOLD Development Co. has offered to <br /> IIIbuy the Midland Videen parcel and the City remnant parcel in order to construct a <br /> Walgreens store and a small retail/restaurant building on the site. They have <br /> indicated that they would be willing to donate the wetland area to the City. As an <br /> alternative they could just build the Walgreens store and only need to have the City <br /> vacate the old Edgewood right-of-way and sell it to them. The remainder of the <br /> remnant parcel would remain under city ownership. <br /> Bob Cunningham from TOLD Development Co. will be present at the October 27th <br /> Park and Recreation Commission meeting to present their alternative designs to the <br /> Commission and answer any questions that the commission might have. The Park <br /> and Recreation Commission could then provide a recommendation to the City <br /> Council. <br /> The Planning Commission has scheduled a study session that night for 7pm. If this <br /> matter could be early on the Park and Recreation agenda I would invite the Planning <br /> Commission to come early and listen to the presentation also. <br /> I have attached some background materials that will provide some history and more <br /> details.
