• MOUNDS VIEW Exhibit B <br /> Parks and Recreation Commission <br /> August 16, 1999, 6 p.m. <br /> Community Center—Special meeting <br /> Minutes <br /> Commissioners present: Sherry Gunn, Frank Silvis, Mary Benz, Stan McDonald, Dave <br /> Long, Theresa Lexcen, and Dawn Little. <br /> Staff present: Terri Blattenbauer(YMCA) <br /> A special meeting was held to discuss the showers/changing areas. Staff attended the <br /> council work session on August 2 and they requested a comprehensive plan on how we <br /> plan to keep an area such as this a safe environment. Safe interpreted as, safety for youth <br /> and free from pedophiles,managed horseplay, as well as safe from injury due to the <br /> circumstances of the environment. <br /> Three models were provided to Commission and interpreted. The attached indicates the <br /> three models and the proposed ideas for MVCC. The only change is the Commission <br /> • suggested removing the `provide incentives for helpers' idea. Other discussion involved <br /> technical questions which would be addressed by YMCA staff once the addition existed. <br /> Other issues addressed consist of upgrading water faucets to have them be automatic shut <br /> off. The Commission also would like staff to pursue full cost by T.I.F. money available <br /> until the end of the year. <br /> Staff has contacted the construction company that issued the cost estimate to find ways <br /> to bring the cost down. Two ideas were to explore the feasibility of using left over tile, <br /> and by using a lower quality partition on the women's. Hopes are that they will help <br /> determine if there are any other cuts possible. <br /> Staff will continue to work with City staff on attending the council meeting scheduled for <br /> August 23,the TIF funds and the process involved, and follow up with the construction <br /> company. A report will be given at the next meeting, August 25. <br /> • <br />
