• City of Mounds View <br /> Trailway System <br /> GOALS AND OBJECTIVES <br /> I. Provide the highest level of safety possible to ensure the <br /> health and welfare of the pedestrian, bicyclist, and motorist. <br /> a. Encourage compliance of traffic laws through <br /> applicable departments. <br /> b. Develop and promote guidelines governing the <br /> appropriate use of the trail system. <br /> c. Establish a signage standard for trail use that <br /> minimizes potential conflicts among users. <br /> d. Conform to existing Minnesota Department of <br /> Transportation engineering standards. <br /> e. Minimize bicycles/pedestrian/motorists encounter by <br /> providing off street trailways whenever <br /> economically possible. <br /> h. Promote safe bicycling through publications, <br /> programs and events while assisting with the <br /> promotion of bicycle safety education through the <br /> City Newsletter publications within the City. <br /> II. Provide and maintain a system to achieve a high recreation <br /> potential. <br /> • a. Provide a link between Ramsey County and Anoka <br /> County and neighboring cities ' bikeway systems. <br /> b. Develop a system that can be used as a recreational <br /> link between the existing city parks, and to <br /> promote a means of making the park property as well <br /> as recreation activities accessible to all <br /> residents in the city. <br /> c. Provide a recreation opportunity for the family and <br /> individual which bicycling can provide. <br /> d. Develop a system that would be suitable to short <br /> distance recreational use as well as long distance <br /> bike touring. <br /> e. Utilize man-made or natural linear resources in <br /> order to take advantage of the scenic qualities in <br /> the City. <br /> III. Provide and maintain a system that can be used as an alternate <br /> transportation mode. <br /> a. Promote a system to provide access to high <br /> population concentration areas (i.e. shopping <br /> centers, schools, parks, library, businesses, <br /> etc. ) . <br /> b. Promote a system that would provide an efficient <br /> means of destination oriented traffic. <br /> c. Connect the bikeway/walkway system with existing <br /> and future mass transportation systems. <br /> d. Encourage the development of secure bicycle parking <br />
